Dear Neighbor,

I am writing to thank you from the bottom of my heart for re-electing me to a second term in the Delaware State Senate. Thanks to you, I received more votes than any state senate candidate on the ballot this year in Delaware.

Serving you – my friends and neighbors – is an opportunity I treasure every day, and for you to be so supportive of my efforts is incredibly gratifying. I poured my heart and soul into my campaign even though I didn’t have an opponent, because I believe deeply that votes are earned, not deserved. I try to campaign the same way I govern, by being accountable and responsive to the people I serve.

I want to thank my great team of volunteers for knocking on doors, making phone calls, and helping us run a great campaign. And again, I want to thank all of you, not just for your support but for your civic engagement and for the part you play in making the 12th District a great place to live, work, and raise a family.

  • Project Update – Senate District 12

Clark’s Corner Road bridge repair over Dragon Run

  • Project Description: Bridge deck and beam replacement
  • Project Phase: Design/Right of Way
  • Projected Construction Completion: September 2017
  • Project Update: Final design is underway and right of way acquisitions are underway. Construction to begin in the summer of 2017.

SR 141 Basin Road bridge repair over U.S. 13

  • Project Description: Bridge deck replacement
  • Project Phase: Design
  • Projected Construction Completion: August 2017
  • Project Update: Design is underway. Construction scheduled to begin in the summer of 2017 and will be completed prior to the start of school. A new traffic pattern will be in place when the project is complete – the second through lane on SR 141 northbound will become both the exit lane onto U.S. 13 northbound and the acceleration lane from U.S. 13 northbound onto SR 141 northbound across the bridge.

Howell School Road, SR 896 to SR 71 (Highway Safety Improvement Program)

  • Project Description: Realign the intersections of 896 and Denny Road and Howell School Road; widen Howell School Road to add shoulders; provide a multi-use path to create better access to Lums Pond; Construct a roundabout at the intersection of Robert Peoples Boulevard and Howell School Road.
  • Project Phase: Construction
  • Projected Construction Completion: December 2017
  • Project Update: Construction underway, with roadway closures possible through the end of the year.

SR 71, Old Porter Road to SR 7 (Highway Safety Improvement Program)

  • Project Description: Install a traffic signal at the intersection of SR 71 and Old Porter Road; Convert a portion of Church Road to one-way; Widen to provide turn lanes at the intersection of SR 7 and SR 71.
  • Project Phase: Design/Right of Way
  • Projected Construction Completion: Spring 2018
  • Project Update: Advance utility relocations are underway.

SR 1 Median Barrier Replacement

  • Location: SR 1 from Tybouts Corner to US 40
  • Project Description: Replace existing concrete median barrier.
  • Project Phase: Design
  • Projected Construction Completion: Spring 2017

SR 1 Widening, SR273 to the Roth Bridge

  • Project Description: Identify and prioritize cost-effective short, mid- and long-term transportation infrastructure improvements along SR 1 from the Roth Bridge to south of I-95 that reduce congestion and travel times and improve safety, while minimizing environmental impacts.
  • Project Phase: Planning
  • Projected Construction Completion: TBD
  • Project Update: Plan to begin design on additional breakout projects once the environmental document is approved by the Federal Highway Administration.

R 72, McCoy Road to SR 71

  • Project Description: Widen SR 72 to four lanes with bike lanes and sidewalks and provide a center turn lane.
  • Project Phase: Design/Right of Way
  • Projected Construction Completion: Fall 2021
  • Project Update: Right of way acquisition is underway. Some advance utility relocations were completed in the fall of 2015 and the remainder will begin in the fall of 2018.

SR 72/SR 1 Diverging Diamond Interchange

  • Project Description: Construct Delaware’s first Diverging Diamond Interchange at the SR 1 and SR 72 interchange using the Design Build project delivery method.
  • Project Phase: Design
  • Projected Construction Completion: Complete

St. Georges Streetscape Improvements Phase II

  • Project Description: Streetscape enhancements along Main Street within the town limits of St. Georges.
  • Project Phase: Design
  • Projected Construction Completion: Spring 2017
  • Project Update: Construction underway.

U.S. 13, U.S. 40 to Memorial Drive Pedestrian Improvements

  • Project Description: Improve pedestrian facilities and safety along the US 13 corridor.
  • Project Phase: Design
  • Projected Construction Completion: TBD
  • Project Update: Survey is complete. Design is underway. The project will be split into multiple phases for construction.

U.S. 40 / SR 72 Intersection Improvements

  • Project Description: Reconstruct the intersection of US 40 and SR 72 to provide an additional through lane on SR72 and double left-turn lanes on US 40; re-align the intersection of Del Laws Road and provide a new traffic signal at its intersection with SR 72; improve the intersection of SR 72 and Broadleaf Drive to allow eastbound left-turns with an acceleration lane to access northbound SR 72.
  • Project Phase: Design/Right of Way
  • Projected Construction Completion: September 2019
  • Project Update: Right of way acquisition is underway. The project will be advertised for bidding in the spring of 2017 and advanced utility work will occur prior to road construction.

U.S. 40 and SR 896 Grade Separated Intersection

  • Project Description: Install a grade separated intersection.
  • Project Phase: Design
  • Projected Construction Completion: TBD
  • Project Update: Conceptual design will began this fall.

U.S. 40, Salem Church Road to Walther Road

  • Project Description: Provide an additional travel lane in each direction and multi-use paths on US40 from Salem Church Road to Walther Road.
  • Project Phase: Design
  • Projected Construction Completion: TBD
  • Project Update: Field survey underway.

August / September 2016 Traffic Updates

Diverging Diamond Interchange

WHAT: Painting and power washing the State Route 72/Wrangle Hill Bridge on State Route 1 in Bear. State Route 1 northbound and southbound lane and shoulder closures will occur.

WHEN: Through Thursday, September 8, pending weather.

  • 9 a.m. until 4 p.m., Monday through Thursday, State Route 1 northbound
  • 9 a.m. until 3 p.m., Monday through Thursday, State Route 1 southbound

Please be careful while driving, motorists should be aware that bridge personnel and equipment will be operating in close proximity to the travel lanes, also be aware of lane shifts.

Howell School Road Closure

WHAT: Howell School Road will be closed to all traffic between State Route 896 and Lums Pond for the replacement of the Box Culvert just West of the Main Entrance to Lums Pond. However, access to the Arc Property will be provided.

WHEN: Beginning Monday, August 22

Detours:

  • Porter Road, to Wrangle Hill Road to Red Lion Road.
  • If you are coming from the opposite direction, the detour will be Red Lion Road, to Wrangle Hill Road, to Porter Road.
