Synopsis: Brings Delaware’s juvenile sentencing laws into line with recent U.S. Supreme Court rulings by eliminating mandatory sentences of life without parole in Murder One cases, giving judges discretion in sentencing and eliminating life without parole as an option for juveniles in other serious felony cases.
