Synopsis: Continuation of efforts to combat the manufacture of methamphetamine by authorizing a real-time electronic monitoring system for the purchase of over-the-counter drugs which can be distilled into ingredients for meth. The bill will allow Delaware to join with 25 other states in the National Precursor Log Exchange which track interstate sales of drugs containing pseudoephedrine and block sales of the drug above set limits.

HB-35 – An Act to Amend Title 11 and Title 24 of the Delaware Code Relating to Criminal History Background Checks in Connection with the Sale or Transfer of Firearms

Synopsis: Attacks the “Gun Show Loophole” for firearms sale by requiring federally licensed firearms dealers to conduct criminal background checks on most private firearms sales and maintain records of the checks as required by state and federal law. Excluded are transfers among immediate family members, antique and certain antique firearm replicas, returns to an owner by a pawnbroker or transfers involving qualified active-duty and retired law enforcement personnel. First offenses are Class A misdemeanors and subsequent offenses are G felonies.
